Ms. Nou Chang was born in Thailand but grew up in Rochester, Minnesota. She is a 2010 graduate of Augsburg College in Minneapolis with majors in Biology and English and a minor in Religion. She was involved with developing and implementing a community service project for homeless refugee children.
